Make sorting of binary data on the homepage alphabetical #351

Sort binary data, such as climate plans (yes/no), so that they are sorted alphabetically, meaning that when sorting by "Har plan?" all municipalities that have/do not have it should be sorted alphabetically, unlike now when they are jumbled (see image).

Just to rephrase - when sorting by "har plan", still sort by "Kommun" as a second order sort.
