Update climate plans (data entry) #352

We have received a bunch of new climate plans from the municipalities. These need to be updated on the site; contact @elvbom to get access to the updated climate plan data.

@elvbom Will you have them available upon request on the hackathon? If not, maybe the "good first issue" label isn't appropriate.
