It would be useful to have a feature that can detect and remove any services that are running in the background and causing the uninstallation fails. Sometimes, these services are left over after the uninstallation and cause problems.

Can you give any specifics? BCU already looks for running processes and asks to close them before uninstallation. Most app services should be handled by this.
