Suggestion: pally heal setup #11

My pally's bot_ini doesn't have a section for heals. I would really like to add 
that functionality, maybe on ranger too, but i haven't really checked to see if 
it's there on the ranger

Heals can be used by any class, actually.  When bot inis are created, they are 
tailored to include different sections, depending on class.  However, any class 
can use any function.  All you need is to add in the corresponding section for 
something to work.
