Bots will not de-mem spells when needed.

What steps will reproduce the problem?
1. Send a tell for a buff that is not currently memmed, but something else is 
memmed in the slot that it should be
2.

What is the expected output? What do you see instead?

expected - bot forgets the default spell in gem 8, mems new spell.
actual - bot stares at his spellbook
What version of the product are you using? On what operating system?
4.1(r35)
win7 ultimate x64

Please provide any additional information below.

I found the line that checks to see if said spell is in the spellbook, but i 
cant seem to find the line that makes them forget the currently memmed spell.
