/bark does not work #41

What steps will reproduce the problem?
1. using /bark
2. using run route that contains a bark command

What is the expected output? What do you see instead?
/bark should target the npc, hail it, and say the giving line. It is not 
targetting the mob currently.

What version of the product are you using? On what operating system?
5.0 r13 on win7

Please provide any additional information below.
