Items Aren't Auto-Swapping to Cast Self Buffs #79

What steps will reproduce the problem?
1. Setup XXX.ini with a self-buff from an item
2.
3.

What is the expected output? What do you see instead?
Item casts self buff only when equipped... expect item to be auto-swapped from 
inventory to cast buff and switched back.

What version of the product are you using? On what operating system?
OS Win 7 64 Bit
e3: r7

Please provide any additional information below.
both of the following commands work:

/exchange "Cloak of Icy Shadows"|back
/casting "Cloak of Icy Shadows"|item

.ini:

Have tired both of the following in the .ini

[Buffs]
Self Buff#1=Cloak of Icy Shadows/item

AND

[Buffs]
Self Buff#1=Cloak of Icy Shadows

Got some help on PEQ and was told that I would need to have a free inventory 
slot for this to work properly.  It is working fine with 7 instead of 8 bags.
