[Suggestion] Config option for faucet transfer rate #18

It'd be great to have a config option for the fluid transfer rates of faucets, so pack makers can use it to dictate the pace of play.

I think I am going with no on this one, I cannot see faucets being much slower without breaking channels, and not much faster without being too good for a low tech pipe.
