Update RCS.cfg #14

Due to the Vernor having the same ISPs as the rest of the RCS thrusters, it could be reasonable to assume that it's still a hypergol and it could fit nicely with the new Cheetah and the existing Bobcat.

I'll decide on my own when or whether to change this.

@KnightofStJohn, I didn't intend it to be a replacement, as my wording said. I intended it to be a B9 switch like the cheetah.
