Settings Tab Overhaul #62

This fixes up the setting screen. I need confirmation from @Shivansps though on whether the UI will still set values correctly if some items that rely on -tag are changed to their negation, like No-vsync being changed to just Vsync.

I tried to organize these setting the best I could, but I'm open to feeback.

Mostly up to date screenshots (I may have done a couple small adjustments since I took them)

Overall looks pretty nice. Instead of I need more FPS! what about something that has performance in the name? Maybe Tips to Optimize Game Performance or something very explicit? Alas I have run into folks who ask what FPS is...
