Integrate Data Bridge with the new Fragments Handler module.

Description

Upgrades Data Bridge to the new Knot interface.

Motivation and Context

Data Bridge must be configurable with EB factory in Fragments Handler.

Upgrade notes (if appropriate)

No changes.
