Upgrade Gradle to 7.6.3, Wiremock, JSoup.

Motivation and Context

Fixing vulnerabilities:

• org.jsoup:jsoup:1.14.2 -> org.jsoup:jsoup:1.17.2
• com.github.tomakehurst:wiremock-jre8:2.30.1 -> org.wiremock:wiremock:3.3.1
