Upgrade Vert.x from 3.7.1 to 3.8.1.

Motivation and Context

Upgrade notes (if appropriate)

Cookie Handler is deprecated: cookies are enabled by default and this handler is not required anymore.

cookieHandler must be removed from server.conf.
