Observation collections persist after hazard de-selection #217

When unselecting a hazard, the hazard is removed from the URL-but the associated observation collection is still shown. Because of this, the next query will still have the OC constrains.

To Reproduce:

  1. Select the 'Earthquake' facet
  2. Enter a minimum magnitude of 5 in the OC facet
  3. Hit enter
  4. After the query finishes, deselect the Earthquake facet
  5. Note that the OC is still in the URL bar and you only get earthquakes with magnitudes greater than 5
