Fix broken cache generation #347

Fixes #344

I couldn't figure out why axios was returning bytes rather than JSON - but swapping it out in favor of fetch did the trick. Zipcodes are in a bad state - so I didn't update the cache here. The geospatial hierarchy is broken so I couldn't update the admin regions

To test:

  1. Checkout
  2. npm i
  3. Generate the cache
