Add void descriptor #1

We should add the void descriptor, describing the datasets here.

We're serving it at stko-kwg.geog.ucsb.edu/.well-known/void but the file it's serving was manually placed by me onto the server. We should instead clone this repo in the deployment server and copy it out/serve it from here. I have a copy of the up to date version from @shirlysteph - just need to get a PR in with it

I was mistaken - we still need this. @shirlysteph @cogan-shimizu I'm un-assigning myself and will wait on the file from one of you two
