Slight change such that nt/rdf is not produced from run.py merge by default, but only in Jenkins pipeline

Okay thanks @deepakunni3 - one thing to keep in mind is that we'll now need to make changes in bothmerge.yaml and merge_jenkins.yaml

Yes but that is temporary. Probably a week or so.
