Upgrade to KGX 1.1.0 / implement support for API calls in download.yaml / update ChEMBL ingest to build 28

Several changes/improvements:

• Upgraded KGX from 0.4.0 to 1.1.0 (and several changes to transform/merge to accommodate this)
• Implemented support for elastic search API calls in download.yaml, like so:

• api: elasticsearch url: https://www.ebi.ac.uk/chembl/elk/es/ query_file: kg_covid_19/transform_utils/chembl/chembl_molecule_query.json local_name: chembl_molecule_records.json index: chembl_28_molecule

• Updated ChEMBL transform to ingest build 28 (previously was ingesting build 27)
• Moved API calls to ChEMBL into download stage instead of transform stage
• Improved test coverage in ChEMBL transform
• Changed Jenkinsfile to use Docker image (justaddcoffee/ubuntu20-python-3-8-5-dev)
• Changed Jenkinsfile to use python3.8
