[x] Add new GH actions for linting and tests
[x] Update anything broken due to new dependencies

ensmallen==0.8.36 will install with pip but not Poetry, so this needs a workaround to keep Poetry from failing on GH actions (the workaround is currently pinning ensmallen to 0.8.35).
