Deprecate Blazegraph; produce sqlite (or others?) #6

Describe the desired behavior

Blazegraph isn't as widely used as it once was. KG-Hub graphs could be released in sqlite instead, or in other forms.

@kltm brought this up at BBOP meeting today (Sep 26 2023) - there is available hardware if we want to continue offering Blazegraph endpoint, but if it's not being actively used then an alternative would be justified.

I would vote switching to something else if this is not being actively used by significant number of people. Reducing support overhead by switching from actively maintained services to static files would be great. (As well, there is a lot of web sqlite going on these days, so it's not necessarily an either/or.)
