Describe the bug Update Data Explanation doesn't work

To Reproduce Steps to reproduce the behavior:

  1. Go to an existing LOI, edit it
  2. Change the Data Explanation
  3. Save it
  4. Check that the Data Explanation doesn't change

It can affect other fields. Not tested.
