Ninja Randomisation #41

Did previously have this (in the form of Vertex Colour, Texture Animation and Light Animation Randomisers), but it seemed to cause weird crashes???

Try reimplement and investigate at some point.

Animation Framerate Randomisation is implemented, but no other Ninja thing yet.

Vertex Colour randomisation has been added in https://github.com/Knuxfan24/Sonic-06-Randomiser-Suite/commit/eb4d0c8b913f6d10e66874935a87ac9c60ceec4a, but needs more testing to ensure it doesn't crash the game for weird reasons.

XNCP Randomisation (https://github.com/Knuxfan24/Sonic-06-Randomiser-Suite/issues/44) would technically be a part of this, but it's not something I can handle through Marathon, so I'm keeping it separate.
