Philips 8718699689308 smartplug: OTA not available and power_on_behavior not exposed

What happened?

according to the docs:

• power_on_behavior should be exposed, but isn't
• OTA is supported, but fails with error "device didn't respond to OTA request"

• Smartplug firmware is 1.104.2

What did you expect to happen?

• power_on_behavior to be exposed
• 'OTA' to work

How to reproduce it (minimal and precise)
