CC2531 cannot find device #3988

I can't get my Smart Valve Controller paired. I have already paired other Zigbee devices only this device does not want to. For information I have another CC2531 stick in use, on which the valve controller can be paired easily. I inserted the 2nd CC2531 Zigbee Stick into a newly configured Raspberry. I flashed the stick on Zigbee 3.0 again and also updated the new devices in the software. As I said - other devices such as temperature / humidity sensor or a button have been successfully paired. Do not know what I can do?
