1.) Currently vehicles can be repaired to "green" or "white" status by anyone with a toolkit.
2.) If the fuel tank of a helo is hit it empties extremely fast. Even if you patch it up right away most of the times the bird will be completely dry by the end of the repair animation.
Suggested solution:
1.) Change max. repair status from "green" to "yellow" for everyone with a toolkit. Full repairs will require a repair vehicle. That way pilots and tank crews won't be able to do full repairs in the field without having a logistics element supporting them. They'll still be funtional, but no longer in prime condition. Generates better balance and more interesting gameplay.
2.) Lower the amount of fuel lost per second once the tank has been damaged by 20 - 25%. It will still be punishing. But helos with main rotor loss will have time to slowly autorotate and still have some fuel by the time they've landed and repaired the chopper. That way they can leave the AO and RTP to repair and refuel instead of being insta-stranded in the field.
