Enable cache on CI and add release builds to AppVeyor #11

Lowered full Travis build time from ~4m 40s to ~2m 40s.

Cache on AppVeyor does not seem to work, likely something in AppVeyor settings themselves which I can't access without permission.

Seems to work, probably just cache timeouts, going to merge.
