Localization Compatibility #352

I created a new STRINGS file and moved all the text changes there. This will make localization for existing localized languages much easier, as all new text to be translated is located in one place. Individual files have been updated to use the correct STRING code. I'm leaving this as a draft for now, since I need to do a bit more testing to confirm localization will work as expected. In the mean time, please review the text changes (especially those from Components.ini), and provide any feedback. The easiest way to view the new text is probably to open STRINGS_10.INI in excel

Added the French translation and tested compatibility. This is now ready to merge
