updates the github action versions
updates the test result, apparently the sequence of the spacer generated by glpk changed with this version. (version not fixed)

I think updating the github actions things solved one issue. Not entirely sure what was going on with the test including glpk but apparently different results are possible there now. It is expected that the external-tools test fails since this is coming from a fork.

I will review the other PR tomorrow.
