Otherwise they will be checked also in the cases where the env variables are provided

Would it be possible to have a 0.7.1 published on crates.io with this fix?

Sure! I just released gettext-sys 0.21.3 which includes this fix. I didn't make a new gettext-rs release because 0.7.0 should work fine with this new version.
