Describe the solution I'd like

Add Pull Request Labeler github actions actions/labeler: An action for automatically labelling pull requests

Assign a label to a PR if the following conditions are met.

If the head branch is develop, the release label is given. However, develop is not case sensitive.

Describe alternatives I've considered

Assign a label to a PR if the following conditions are met.

If the base branch is main, the label release is given.
