but, your case is even worse - games are "special windows", they use DirectX (in most cases) to draw their content, regular apps should not appear above such windows at all. the fact that they can (since ~ Windows 10 release in 2015) can be considered as bug, or at least some very significant change in Windows rendering system. I'm not a Windows developer and don't know its any technologies, just historically made some Windows software.
the fact that running as administrator may "fix the issue" is totally unexplainable, the answer why is definitely somewhere deep in Windows, and I don't want to find it.
again, follow the recommendation from the comment I posted above - try Winamp or whatever else in the same case, I'm almost sure you will get the same results.
do not expect any fix for this.
