итак документация для C_Layer в папке kolibrios/contrib/C_Layer/Docs я добавил документацию для libimg, rasterworks, libini, немного для boxlib может позже добавлю для boxlib ещё

@Egor00f - sorry if you have already explained elsewhere... but can you describe the intentions of this work? Adding comments (in international English), is a useful exercise. But, have you discussed adding doxygen with the project team (on forums, etc.) ? Thank you for your efforts and contribution 👍🏻

Some common spelling mistakes / typos; may be worth doing a find & replace. :-)
