Prepare for git migration #27

We can do work on the SVN repo, in preparation for moving to git, to allow a smoother transition. This also benefits some developers (me!), who are working with both VCS simultaneously.

This does some of the basic work, while remaining compatible (and dependent!) on SVN. A future PR will replace the __REV__ macro.
