Adding docs explaining how to handle content publishing

This adds a discussion document explaining how we will handle content publishing. Tasks that come out of this investigation are:

• Develop a Wordpress plugin that automatically triggers builds on codeship
• Investigate our current WordPress API draft mode implementation
• Select a sensible strategy for handling drafts.
