fix(legacy-swap): remove the need for takers to confirm their payment

To Test: Nothing as swaps should work as normal after this. This invalidates the fix of this issue https://github.com/KomodoPlatform/komodo-defi-framework/issues/1442 and I will work on a better solution for this where taker rebroadcast thier transaction if it's not on chain.
