What steps will reproduce the problem?
1.Try to recover sites with non english accents and characters

What is the expected output? What do you see instead?

instead of ó i see Ã³
instead of á i see Ã¡

etc...

What version of the product are you using? On what operating system?

Last V on ubuntu 12.04LTS

I am not sure whether we are talking the same thing. But is it possible to 
adding something like <meta charset="utf-8" /> to all pages with a option in 
warrick script?
