Problem Statement

We need to implement the initial working version of the extensions API system as outlined in KEP3.

Acceptance Criteria

[ ] the extension system becomes available for extended KGO implementations to use

While this would have been great to have before API summit, it's not a hard blocker. It is a hard blocker for any future OSS release however.

We already utilize the extensions (initially introduced in https://github.com/Kong/gateway-operator-archive/pull/1428) so let's migrate this issue so that we can have a reference for tracking the implementation of what's left which is e.g. the status fields spec.
