Enable Codecov on CI #201

Problem Statement

We should have a coverage setup for this repository.

Additional information

Coverage should be able to calculate for each of these test sources:

unit tests
integration tests
conformance tests
e2e tests

and combine them into a single report.

For consistency with KIC let's use Codecov.

Acceptance Criteria

[ ] as a contributor making a PR, I get an update to my PR with how test coverage has changed so that if I'm worsening test coverage I'm reminded that there's tests I need to be added to my PR
[ ] as a reader of the repository, I can see a badge on the README for test coverage

Being mindful of instability we've experienced with codecov.io in the KIC repo: this issue is intentionally open-ended as to the specific coverage integration.
