spike: unify release schedule (and version numbers) between chart and operator #44

Operator releases match Kong chart releases 1-1. It's unnecessary to have separate versioning schemes (and maybe release processes).

This issue is about uniting the version numbers and/or release schedules between Kong Operator and the Kong Helm chart.
