fix(license) properly initialize counter #144

@fffonion @hbagdi this fixes the last issue we had. But... a new one has been introduced on the nightlies, this is caused by the move of the balancer functionality into the Kong codebase. @javierguerragiraldez would you mind having a look at the remaining issues on both master branches?
