Fix dependabot automated updates #569

Dependabot should ideally do something like:

Bump lib/ crates anytime for security releases.
Bump lib/ crates on a monthly basis for regular releases.
Bump t/lib/ crates on a monthly basis for regular and security releases.
Bump .github/ actions on a monthly basis for regular and security releases.

But currently, none of our configured dependabot rules seem to be working.
