Add CI with tests #3

Problem statement

Currently there are no tests in this repo.

This tasks tracks the effort to add them so that each PR can be verified against Konnect using the generated SDK.

Some of the CI scaffolding is already in place based on https://github.com/Kong/terraform-provider-konnect/tree/main/.github
