Describe the task

Implement UI in case Disallow staking to collators/pools that maxed out member threshold -> Implement on issue #1536 Expect:

Nomination pool:
- Grey item
- When hover then show tooltip "This pool has reached the maximum number of members. Select another to continue"
- Allow view Pool details
- Add Member on the "Pool details"
Direct nomination - Relaychain
- Still allow select
- Add Nominator on the Validator detail
Direct nomination - Parachain
- Still allow select
- Add Delegator on the Collator detail
