Currently content and code is mixed using the Embedded Perl (EP) markup which is provided by Mojolicous as can be seen here in source of the poliqarp+ documentation.

A separation would facilitate editing and translating.

What would be the best and most feasible framework (also for semi-automatic translation)?

I think the best language would be markdown (maybe with some conventional improvements for interactive queries). The best CMS may be the GitHub Wiki.
