Tour: Open the first step in the middle of the view port #150

Currently the welcome screen of the tour opens in the middle of the page. This is out of the view port for instances with lots of text on the intro page (like announcements) and for lots of mobile uses.

The welcome screen should be centered in the viewport instead.
