Arsenal access improvements #211

Consider if player side function could be called. Arsenal laggy at times, and arsenal access can come minutes later + item check and removal. -> check that player is actually near the arsenal still

If server is busy spawning despawning fia, lockArsenal might be on for minutes causing spam.

also consider if lockarsenal check could be after player has accessed the arsenal

Player side arsenal check is called now so it won't keep server side arsenal locked. Also player variable to prevent multiple arsenal calls.
