Antistasi code doesn't seem to do this, possible related to ACE medical AI?

Atm it strongly seems that this is ACE hardcoded behaviour

On the other hand if ACE medical AI is turned off, AI won't heal themselves or others at all. Thus, this is something that can't be fixed reasonably atm
