Load gear action for vehicles near arsenal in HQ #266

This way dialog opens where player can load up vehicle cargo with the same ui as if player was taking ammo. (both still WIP)

Also option for player to create ammoboxes with the same action.

Maybe presets for the UI for explosives, mg ammo etc.
