Authentications & Authorization: Add JWT Authentication

Allows user to login & be authenticated All Permitted to (even non authenticated users):

• To create account - POST /user
• View all facts

Authorization required for:

• Adding a fact - user
• Getting a single fact - user
• Viewing all facts (even those that are not approved at the current time) - admin
• Updating a fact - admin
• Deleting a fact - admin
