Add theme bug here... Fix at next release

Town place names rendered as uppercase at level 15 but city name is not
Railroad bridge casing is placed at 'outline' layer, not 'casing'
Too few shields
Placement lablels do not match font perfectly
jagged road outline cased by overlapping ant-aliasing effect of outline and casing.

Fixed road AA problem below level 14.
